CATALYTIC PROJECTS SUPPORT
The KZN OSS facilitates Catalytic Projects, which are large-scale developments requiring significant investment and coordination.
Criteria for Catalytic Projects:
- Minimum investment of R100 million
- Creation of 250+ job opportunities
Support Services for Catalytic Projects
- Regulatory Approvals: Assistance with interpreting and complying with legislation.
- Licenses and Permits: Advisory services for mining permits, petroleum site licenses, liquor licenses, and more.
- Municipal Utilities: Facilitation of bulk services and utilities through municipal coordination.

GOVERNMENT ENTITIES UNDER ONE ROOF
The InvestSA One-Stop-Shop KwaZulu-Natal brings together key national and provincial departments under one roof, making it easier for investors to access essential government services. These departments provide the following support:
Department of Forestry, Fisheries and the Environment: Provides support with environmental compliance and environmental impact assessments.
Department of Employment and Labour: Ensures labour law compliance, employee registration, and workplace regulatory guidance.
Department of Agriculture, Land Reform and Rural Development: Offers services related to agricultural permits, land access, and rural development support.
Department of Mineral Resources and Energy: Manages licensing and regulatory approvals for mining and energy-related projects.
Department of Water and Sanitation: Facilitates water-use licensing and related regulatory approvals.
Department of Small Business Development: Provides support programmes, incentives, and mentorship for small and medium enterprises (SMEs).
Department of Public Enterprises: Facilitates access to state-owned enterprises and infrastructure-related assistance.
National Treasury: Offers guidance on public finance regulations and investment incentives.
Department of Health: Supports health compliance, facility licensing, and product approval processes.
Department of Science and Innovation: Promotes research and development, technology innovation, and access to related incentives.
Department of Cooperative Governance and Traditional Affairs (COGTA): Coordinates with municipalities and traditional leadership structures for development alignment.
The Department of Home Affairs offers:
- Individual and corporate visa applications through VFS premium facilities
Offers tax registration, compliance assistance, and advisory services.
The KZN OSS provides access to CIPC Self Services, including:
- Customer registration and password resets
- Name reservations and company registrations (with or without name reservations)
- Filing of annual returns and B-BBEE certification
- Address and financial year-end changes for companies
- Electronic disclosure certificates
Requirements:

Provides assistance with electricity connections and energy infrastructure planning.
KZN Department of Economic Development, Tourism and Environmental Affairs
Provides environmental impact assessment (EIA) approvals and facilitates economic development initiatives.
Offers development finance, funding solutions, and investment support for industrial projects.
Assists with export permit applications for beef and poultry products, ensuring full compliance with food safety standards.
Investors converting properties into hotels or B&Bs can apply for tourism grading (2–4 stars) and grant funding to cover compliance costs.
We assist with funding applications to DFIs (e.g., Ithala Development Finance Corporation, Industrial Development Corporation, Department Trade Industry and Competition, Development Bank of South Africa, KZN Growth Fund, National Empowerment Fund) for:
- Working capital
- Equipment finance
- Grant funding
- Infrastructure finance
Supports coordination with local government and municipal service delivery.
Ensures compliance with product safety and national regulatory standards.
DISTRICT ROLL-OUT PROGRAMME
TIKZN, in partnership with EDTEA and investSA, is making it easier to do business in KwaZulu-Natal through the province-wide rollout of InvestSA One Stop Shop (OSS) services. The initiative ensures investors have access to support across all 11 districts, extending beyond traditional economic hubs to foster inclusivity and accessibility.
This district-focused approach brings together key partners, including EDTEA, local municipalities, and district development agencies, to create a seamless and supportive environment for investment. By expanding OSS services, TIKZN is building a more business-friendly climate and enhancing KwaZulu-Natal’s appeal to both current and new investors.
